## About the bank
The bank holds National Bank licence No. 31 of 8 February 2024. It offers cards to retail clients, and its Comfort packages are designed, among others, for non-residents.
Reviews as of February 2026 do not list Zepter Bank among the banks on EU lists. In September 2026 the chairman of its management board changed: on 8 September he left the post four months after his appointment. No reasons were given, and the deputy, Yuri Kuchuk, is acting in the role. Check the latest rules on the bank's website (zepterbank.by).
## Account for non-residents
The main feature is that the application can be submitted online. According to a finuslugi.ru review for 2026, you upload a passport scan and a payment receipt. The card is still issued at a branch, so an account cannot be opened fully remotely.
The online application lets you prepare before the visit, leaving only the collection of the card at the branch. For non-residents and Russians the bank offers Comfort packages with Visa and Belkart Premium.
## Cards and payments
A Comfort package combines a Visa card and Belkart Premium. According to a myfin.by review from February 2025:

Belkart is needed for payments in Russia, and Visa for payments in other countries. A Belarusian Visa does not work in Russia, and Russian Visa and Mastercard cards have not worked in Belarus since 2022. Support for Mir, SBP (Faster Payments System) and UnionPay should be checked on the bank's website.
If you only need a card for payments in Russia, a separate Belkart Premium (BYN 80) is cheaper than Comfort Classic (BYN 210), which includes Visa as well. For comparison, at BSB Bank issuance is free but servicing is paid for the whole term, and at Technobank Belkart Premium costs BYN 60.
